Your metabolic rate really dictates how fast your body will burn fat. If your metabolism rate does not increase appreciably, your results may not be very impressive. So how do you increase your metabolism ? One way to do that would be to start building lean muscle mass. The more lean muscle you have, the more fat you burn in a day. The less you have, the less fat you burn everyday. You could start a strength training program to build lean muscle mass.

You would want to consult your doctor and a qualified fitness training professional before you make drastic changes in your diet and lifestyle. Gradual changes over time work a lot better than trying to form a dozen new habits overnight.

Also, you may want to give up the idea of spot reduction. Spot reduction just does not seem to work. Your body decides how to use the stores of fat and there may not be much you can do to change that.
