You're looking for a photo editor but you don't want to fork over any cash. You're in school, just plain cheap or on a tight budget. No problem because there are a couple of great photo editors available that are absolutely free. GIMP is open source software available for free. Open source means that not only is the software available so is the source code. Paint.NET is another photo editor. It's not open source but is a great photo editor. It too is free. I have installed and tested both of these free photo editors.
